U4U met en place un parcours de formation spécifique au JPP pour aider les participants à réussir leurs épreuves, avec l’aide de l’ENA.

Le calendrier de préparation de la 8e promotion de JPP de la Commission européenne prévoit que les entretiens par les membres du jury de sélection auront lieu du 7 mars au 1er avril 2022. Celui de la 9ème promo n’est pas encore connu, mais si l’on se fie au calendrier des promos précédentes, on peut s’attendre à ce que les entretiens par les membres du jury de sélection aient lieu de fin juin à fin juillet 2022.

Afin d’aider au mieux les candidats à passer ces entretiens, nous proposons deux offres distinctes, complémentaires dans le cadre d’un cycle :

• une session méthodologique de 2h30, présentant le format, les attendus du jury et le type de questions posées lors de l’entretien, ainsi qu’une série de questions à la volée, qui pourrait réunir jusqu’à 20 personnes

• des sessions individuelles d’échauffement d’1 heure, dans la langue choisie par le candidat entre le français et l’anglais, suivies d’un feedback détaillé ; nous les organiserions en distanciel, en fonction de la demande.

Ultérieurement (en mars) nous organiserons des Sessions d’information sur le programme JPP et de préparation complète aux CBT pour les candidats potentiels

Pour débuter, nous organisons un cours en FR :

Session de préparation à l’entretien de sélection devant le jury (session méthodologique)

Vous êtes présélectionné-e en tant que candidat-e au Programme Jeunes Professionnels de la Commission européenne et vous souhaitez mieux cerner ce que le comité de sélection attend de vous lors de l’entretien avec le panel ? Nos deux sessions de préparation sont faites pour vous !

Pour rappel, l’entretien avec le panel consiste en :

• une présentation structurée sur un sujet relatif aux institutions, à l’histoire ou aux politiques de l’Union européenne ;
• un entretien qui vise à évaluer :

1. votre capacité à exercer les fonctions liées aux postes de niveau AD;
2. votre motivation à rejoindre et votre capacité à contribuer à la fonction publique européenne dans le groupe de fonctions AD;
3. votre capacité à communiquer dans la langue 2 (anglais, français ou allemand) ;
4. votre connaissance et votre bonne compréhension des principales priorités et politiques de la Commission, du rôle des autres institutions européennes dans le processus de décision politique et des valeurs européennes.

Pour vous préparer aux différentes facettes de cette épreuve orale, mieux comprendre ses objectifs, organiser votre préparation de manière efficace et adopter une stratégie de révision adaptée, nous organisons deux sessions :

• l’une, en français, le lundi 21 février de 14h à 17h ;

• l’autre, en anglais, le mardi 22 février 2022 de 14h à 17h.

Ces deux sessions seront assurées par l’Institut national du service public (ex-ENA), sur la base de son expertise des concours internes de la Commission et du retour d’expérience d’anciens Jeunes Professionnels.

U4U is setting up a specific JPP training course to help participants pass their tests, with the help of ENA.

The timetable for the preparation of the 8th promotion of JPPs of the European Commission foresees that the interviews by the selection panel members will take place from 7 March to 1 April 2022. The timetable for the 9th promotion is not yet known, but based on the timetable of the previous promotions, it can be expected that the interviews by the selection board members will take place from the end of June to the end of July 2022.

In order to help the candidates to pass these interviews, we propose two distinct offers, complementary in the framework of a cycle:

• a 2.5 hour methodological session, presenting the format, the expectations of the jury and the type of questions asked during the interview, as well as a series of on-the-fly questions, which could bring together up to 20 people

• individual warm-up sessions of 1 hour, in the language chosen by the candidate between French and English, followed by detailed feedback; we would organise them remotely, according to demand.

Later (in March) we will organise Information Sessions on the JPP programme and full CBT preparation for potential candidates

To start with, we are organising a course in EN :

Preparation session for the selection board interview (methodological session)

You have been preselected as a candidate for the European Commission's Young Professionals Programme and you would like to better understand what the selection committee expects from you during the interview with the panel? Our two preparation sessions are made for you!

As a reminder, the panel interview consists of :

• a structured presentation on a topic related to the institutions, history or policies of the European Union;

• an interview which aims to assess :

1. your ability to perform the duties of the AD level posts

2. your motivation to join and your ability to contribute to the European civil service in the AD function group;

3. your ability to communicate in language 2 (English, French or German);

4. your knowledge and understanding of the Commission's main priorities and policies, the role of the other European institutions in the policy-making process and European values.

To prepare you for the different aspects of this oral test, to better understand its objectives, to organise your preparation in an efficient way and to adopt an adapted revision strategy, we organise two sessions:

- one, in French, on Monday 21 February from 2pm to 5pm ;
- the other, in English, on Tuesday 22 February 2022 from 2pm to 5pm.

Both sessions will be delivered by the Institut national du service public (ex-ENA), based on its expertise in internal Commission competitions and the feedback from former Young Professionals.

U4U avait accueilli favorablement la mise en place du programme JPP car cela nous paraissait une expérience pilote intéressante pour moderniser le recrutement de nouveaux talents et leur accueil dans l’institution, en leur faisant emprunter un parcours dans deux ou trois services, assorti de formations. Ce programme permet en effet aux participants de découvrir l’Institution et ses métiers, et ainsi de confirmer leur intérêt éclairé pour y travailler. De son côté, l’Institution recrute des talents confirmés. Cette expérience pilote permet donc non seulement de rajeunir le recrutement des nouveaux fonctionnaires mais elle permet également d’améliorer l’entrée en service de nouveaux recrutés,  l’administration gérant des parcours multiples à l’entrée du service.

Nous avons par ailleurs réussi à intégrer dans le programme des jeunes collègues contractuels.

Enfin, grâce à ce programme, des concours internes de titularisation sont organisés tous les ans. Nous préconisons une voie qui permette à un nombre significatif de contractuels d’obtenir une prolongation de deux ans comme agents temporaires et de ce fait pourvoir participer à de concours internes de titularisation dotés d’un nombre de lauréats plus importants que les concours internes prévus seulement pour les contractuels.

U4U welcomed the introduction of the JPP programme because it seemed to us to be an interesting pilot experiment to modernise the recruitment of new talent and their reception in the institution, by having them follow a pathway in two or three departments, accompanied by training. This programme allows participants to discover the Institution and its professions, and thus to confirm their interest in working there. For its part, the Institution recruits confirmed talent. This pilot experience not only rejuvenates the recruitment of new civil servants, but also improves the entry into service of new recruits, as the administration manages multiple career paths upon entry into service.

We have also managed to integrate young colleagues on contract into the programme.

Finally, thanks to this programme, internal competitions for tenure are organised every year. We are advocating a way for a significant number of contract staff to obtain a two-year extension as temporary agents and thus be able to participate in internal competitions for tenure with a larger number of successful candidates than the internal competitions for contract staff only.
